“akart“ is completely free of charge.

“akart“ is valid for 3 years. At the end of 3 years, the balance of the card remains in the wallet and is automatically transferred to that card when a new card is activated. If the subscriber does not activate the new card, the remaining money in the wallet will be blocked.

“akart“ is provided instantly.

  • akart is not provided to subscribers under 18 years of age.
  • akart is not provided if the subscriber is not a citizen of Azerbaijan.

Currently, only 1 “akart“ can be in the name of a subscriber at one time.

Currently, the service is available only for Azercell subscribers.

It is not possible to register with a corporate number.

Currently only digital cards are available. In case of change, information will be given through mass media.

“akart“ can be stored on your phone and used to make contactless payments online, with a unique card number, expiry date and CVV code.

  • As with all existing payment cards, the funds on the “akart“ and all sensitive information related to the card in general are tokenized* by the VISA payment system, thus ensuring full security.
  • "Tokenization" refers to the process of de-identification (hiding) of all sensitive data (information) available on the card by turning it into a string of randomly generated numbers.

The “akart“ can be added to Apple Pay and Google Pay payment systems.

Card management

“akart“ is completely free of charge.

“akart“ is valid for 3 years. At the end of 3 years, the balance of the card remains in the wallet and is automatically transferred to that card when a new card is activated. If the subscriber does not activate the new card, the remaining money in the wallet will be blocked.

Currently, only 1 “akart“ can be in the name of a subscriber at one time.

“akart“ is provided instantly.

“akart“ is not provided to subscribers under 18 years of age.

“akart“ is not provided if the subscriber is not a citizen of Azerbaijan.

Funds from akart account can be cashed in all terminals supporting the NFC system.

• A 1% commission (min. 1 AZN) will be applied at PASHA Bank and Kapital Bank ATMs,
• A 2% commission (min. 2 AZN) will be applied when cashing out at other banks' ATMs. (Additional commission can be applied based on the terms of the issuer bank.)

Note: Starting from 10/23/2023, cash-out transactions using “akart” at ATMs abroad will no longer be available.

Transfer & Payments

There’s no commission fee on transfers up to 1000 AZN. For transfer amounts of 1000 AZN and more 1% commission will be calculated for the additional part of 1000 AZN.

  • The maximum amount that can be transferred from card to card at one time is 2 000 AZN
  • The daily limit of card-to-card money transfers is 10 000 AZN
  • The daily limit for transfers between akart users is: 3 000 AZN
  • The one time limit for transfers between akart users is: 3 000 AZN
  • Daily maximum transaction limit – 15

No, you will only need to enter an OTP for the first transfer to a particular card. After that, if you transfer funds to the same card and the amount is less than 500 AZN, you will not be required to enter an OTP. However, if the amount is equal to or greater than 500 AZN or you are transferring funds to a different card, you will be required to enter an OTP for security purposes.

  • Enter the application and press the “Top-up Balance“ button.
  • Then click the button “From another card“.
  • Top up the balance by entering the amount. You can save the card in memory to facilitate future transactions as per your wish. For this, it is enough to press the “Save card“ button. If 3D Secure is required, add the card manually or a scanned version.

The minimum amount for sending funds to other “akart“ users' accounts has not yet been determined. However, when topping-up the mobile balance, the minimum amount is 1 AZN.

  • Enter the “akart“ page and select the “Other“ button.
  • Then enter the “Mobile payments“ section and choose the appropriate number (by selecting from the phone book, by entering a name or number).
  • Enter the amount and press the “Pay“ button. An additional comment can also be entered by the sender during the transfer (maximum 200 characters).

An appropriate notification message about increasing the balance is sent to the recipient of the funds. The notification message contains the amount sent, the sender's name/number and a comment.

Through this service, it is currently possible to increase the balance of numbers belonging to Azercell only.

There are no commissions charged during the payment.

*A 0.5% commission (minimum 1 AZN) is applied only to payments made in the "Store network" category in the app with akart. All other payment categories are commission-free.

To add autopayments:

You can make your donations via “Red Crescent Society “ by choosing the “Charity” category in the page of “Payments” of “akart”.

The minimum amount of donation is 1 AZN and the maximum is 1000 AZN.

Loyalty

It’s possible to earn 3% cashback on airtime payments (Last day of the campaign: 31.12.2024), 2% at supermarkets, pharmacies, petrol stations, and auto parts stores, and 1% on payments of other categories. It’s possible to earn lots of cashback by adding “akart“ to Apple Pay or Google Pay and making payments.
In addition, VISA PayCity offers various discounts for “akart“ customers in its partner network. The discounts may vary depending on the type of card. Therefore, it is recommended to familiarize yourself with the discount conditions for partner merchants in advance.

Transactions earning cashback apply only to non-cash payments made on the territory of Azerbaijan.

The cashback amount is transferred to the sub-account immediately after the cashless payment.

Cashback can be earned on 5 transactions in each category during the day.

There’s no minimum requirement for turnover to earn cashback. You can earn maximum 10 AZN per payment and 25 AZN monthly per category. The total monthly maximum amount to earn cashback is 100 AZN. The percentage per cashback category is:

  • 3% cashback on airtime payments (Last day of the campaign: 31.12.2024)
  • 2% at supermarkets, pharmacies, gas stations, and auto parts stores
  • 1% on payments of other categories

The amount of cashback you earn from a cashless payment is deducted from your account when the transaction is cancelled. If the cashback you earned is no longer available in the cashback balance, the cashback amount will be deducted from the value of the merchandise when the transaction is returned.

  • Insurance payments;
  • Betting games;
  • When depositing funds to the card (operations such as ATM-Cash, Pos-Cash);
  • Card-to-card transfer operations (Card-to-Card, Visa Direct, Mastercard Money Send);
  • ASAN service payments;
  • When depositing funds into the balance of electronic wallets (QIWI, YandexMoney, etc.);
  • Online payments for debt repayment (mortgage, consumer credit, installment, debt repayment with a grace period, etc.);
  • Online payments (Utilities, state payments, fines, taxes, customs duties, etc.) carried out through the Government Portal (HÖP);
  • When shopping in stores and online websites located outside the country;
  • Payments to mobile operators;
  • Payments for public transportation;
  • Cashback is not available for transactions made in commercial facilities where cases of abuse have been detected.

Cashback is calculated only for transactions made with AZN.

It is temporarily impossible to get cashback at petrol stations for payments made with QR code.

  • You can earn 1% cashback on utility payments (Cashback is calculated for Azərsu (individuals/commercial users), Azəriqaz (individuals), Azərişıq (individuals/commercial users) AzərİstilikTəchizat payments).  

  • You can earn on 5 transactions every day.  

  • You can find utility payments in the "Other Payments" category in the akart app.  

  • The maximum amount you can earn is 10 AZN per transaction and 25 AZN in total.  

  • The earned amount is included in “the monthly cashback limit of 100 AZN” and the general rules of “Cashback Bonuses” are applied to this category.  

  • A user can earn 1% cashback by topping up Azercell mobile number balance with akart;
  • It's possible to earn on 5 transactions maximum every day;
  • These payments belong to the “Other Payments” category;
  • The maximum amount a user can earn is 10 AZN once and 25 AZN in total;
  • The earned amount is included in “the monthly cashback limit of 100 AZN” and the general rules of “Cashback Bonuses” are applied to this category.

PayCity.az is a platform of VISA company that offers various discounts. It is possible to benefit from a discount in transactions with their POS-terminal or E-COM by using akart at the partners on this platform. The discount is applied immediately according to the sales receipt.

The list of partners is regularly updated, the offered discount rates may change. The latest list of partners can be obtained from this link: https://www.paycity.az/partners

During the transaction, the discount is applied to the amount, and the cashback is calculated and transferred to the account immediately.

To find a solution to the problem, first of all, you need to check the list of active partners in the link mentioned above. If the partner is on that list and there is a technical problem with the discount calculation, at this time, you should call *3443 and be informed about the relevant issue.

No. You can earn cashback at the partner stores only if you have chosen Cashback as an option.

You can transfer the cashback amount at the time when you earn it. You can also receive cashback directly to your “akart” balance if you activate the automated transfer for cashback.

This can happen when you reach the monthly maximum limit for getting cashback. In other case, please contact *3443 or (+994 12) 490 49 43 (from stationary phones and foreign calls).

Those who chose cashback as the loyalty option will earn cashback at the partner network. If your choice is gigabytes, you can switch to cashback and you will start to earn cashback at the partner network.

Loyalty

“Tamamla” loan is provided to complete in-app and POS payments if your akart balance is insufficient. If your card balance is insufficient and the required amount is 50 (fifty) AZN or less, we will cover the remaining amount.

All akart users can use “Tamamla” loan. To do so, you must review the Loan Agreement in the application and confirm their agreement with a one-time code. After accepting the agreement, if your balance is insufficient for payment, your eligibility for “Tamamla” loan is checked. If approved, the payment is completed, and a corresponding loan debt is created.

You don’t need any additional document to use “Tamamla” loan.

"Tamamla" loan is granted for 30 (thirty) days.

“Tamamla” loan is provided with a one-time 20% (twenty percent) commission, with a minimum commission of 1 AZN.

"Tamamla" loan is granted for 30 (thirty) days. If the “Tamamla” loan payment is not completed within 30 (thirty) days, you will be charged a late fee of 1 (one) AZN for each day of delay.

A maximum limit of 50 (fifty) AZN has been set for "Tamamla" loan. If there is a future change in the credit limit, you will be notified about it.
